The high quality of construction and installation works involves long-term non-valid operation of facilities with complex technological processes, the violation of which can lead to accidents and the destruction of building structures.
State quality control in construction is constantly being improved, but has its own bureaucratic and organizational disadvantages, which do not always contribute to improving the quality.
The problem can be solved through the creation of a self -regulating system for quality control in construction. Such a system is created and improved in the form of SRO (self -regulating organizations).
In the Russian Federation, the STRs of Experts, the Alliance of Builders, the Council of Designers, Energo Audit, Interpromxpertiza are successfully functioning.
Rostekhnadzor allowed the STR to issue to construction and design organizations tolerance on engineering surveys that affect safety during the construction of particularly complex facilities. The organization that is a member of the SRO can get such tolerances. Any construction or design organizations that meet certain criteria can enter the SRO, submitted the necessary registration documents and paid membership fees. The process of preparation for entry is not simple, requires some costs. There are companies that specialize in the preparation of construction and design organizations to enter the SRO. They will help to develop the necessary package of documents and organize courses of advanced training of the company’s personnel.
It is very important to preserve the receipt of the time. The conditions for issuing admission are very strict and any serious partnership violation can lead to suspension of admission, which is fraught not only with material losses, but also reduces the image of the organization.
The principles of mutual partnership significantly reduce the influence of state controlling organizations and significantly increase the level of responsibility of performers and customers and simplify their relationship. Legal entities and individual entrepreneurs can enter into SRO.
